The Austrian Global Learning Strategy Group (since 2003) – a strategic partnership for Global Learning in the formal and non- formal education system. It consists of the Austrian Development Agency, representatives of school practice and the teacher training sector as well as representatives of CSO, academia, youth platforms and the Austrian commission for UNESCO. The MOESR is an Observer to the Strategy Group.

Advisory Committee on Transformative Education at the Austrian Commission for UNESCO - members of the advisory board are experts from the science and civil society sectors specialised in the educational approaches listed in SDG 4.7. Through cross-institutional expertise, dialogue and networking, the advisory committee contributes to the implementation of the educational goal (SDG 4) of the UN Agenda 2030, in particular SDG 4.7.

Global learning has developed since the 1990s mainly out of development education work. Globalisation and the increasing complexity in world society posed new challenges for educational thinking and action. Global learning defines dealing with global issues and development issues - with the “key issues” of our time - as a cross-sectional task of education.

The 2030 Agenda was the basis for an in-depth revision of the Austrian Global Learning Strategy of 2009 and continues to serve as a global guideline for the conceptual development of Global Learning and Global Citizenship Education. The revised Strategy of 2019 considers Global Citizenship Education as an amplification of Global Learning with a stronger emphasis on the aspect of civic education in the context of a global society. The strategy defines Global Citizenship Education/ Global Learning as a pedagogical approach with the goal of enabling learners to understand and behave as responsible citizens of the world, as “global citizens”.

The Austrian Development Agency’s Strategy 2010 states that

ADA uses the term Development Communication and Education as an umbrella term. This implies the provision of information, education/Global Learning, research activities, public relations, advocacy work and lobbying, realisation of campaigns, cultural activities, film productions, media work and publications.

The Three Year Programme on Austrian Development Policy 2016- 2018 defined Development Education:

Development communication and education in Austria comprises of information and educational work, scientific and cultural activities, exchange programmes, media and campaigning work and advocacy. It addresses basic issues in global developments and the resultant priorities in Austria. It is primarily directed at the general public, policy and business decision-makers and multipliers in all socially relevant sectors, taking account of a federal balance in the allocation of funds. A major target group are also young people.

+ GE in formal education

Federal Ministry of Education, Science and Research (MoE): Federal Ministry of Education, Science and Research (MoE): The Austrian Education System defines cross-curricular topics as either teaching principles or educational concerns. The formal teaching principles are being anchored in the curriculum as part of a current competence- oriented curriculum development.

The educational concerns have a less formal status than the teaching principles that are based on General Ordinances. Including Global Learning/Global Citizenship Education, Development Education, Education for Sustainable Development etc., they complement the formal interdisciplinary teaching principles. They also extend beyond the structural content of individual school subjects and take account of overarching themes that are important for pupils’ personal development and lifestyles, and are also socially relevant.

The Austrian Development Agency (ADA) makes a central contribution to Development Education and Awareness Raising in Austria (DEAR), in particular by disseminating and anchoring Global Citizenship Education in formal (and non-formal) education. Through the funding of civil society projects/programmes focusing on multipliers and youth, as well as through networking, cooperation and knowledge exchange with stakeholders in Austria and Europe. For the strengthening of DEAR/GE, both financing and interinstitutional cooperation with stakeholders is essential, especially at the interface between development cooperation and education.

Good practice examples in formal education:

University Course Global Citizenship Education at the University of Klagenfurt offers a scientifically substantiated master’s degree programme on GCED for teachers, teacher trainers and other multipliers.

Südwind (Global Learning – SDG – Global Justice): Südwind develops high-quality teaching materials and training programs in order to pass on knowledge and methodological repertoire on GE globally for 40 years.

Baobab – Globales Lernen: BAOBAB promotes educational services include didactic media and films on globalisation, sustainability, diversity and language promotion, at schools, kindergarten, youth work and adult education.

+ GE in Other Sectors

Culture: kulturen in bewegung: is long-term funding partner of ADA (multi-annual programmes). As an art and cultural institution at the Vienna Institute for International Dialogue and Cooperation (VIDC), It tries to contribute to the construction of a just and solidary global society through intercultural dialogue and artistic exchange on an international level.

Film: this human world– International Human Rights Film Festival; International Film Festival Innsbruck - presents films from regions and on topics that are underrepresented in global cinema networks. Tourism: Naturfreunde Internationale – respect is committed to the design of fair and sustainable tourism and deals with its impact on society, the environment and development in the countries of the South.

Sports: fairplay - Initiative for Diversity and Anti-Discrimination: is funded by ADA and focuses moreover on public and education projects in sport and GE in cooperation with associations, clubs, fan clubs, migrant and youth organisations. Meanwhile it is also co- funded by the Austrian Football Association (ÖFB).

Black Communities (non-discrimination and anti-racism in education): Activities include scientific analysis of teaching and learning materials (incl. textbook analysis) in relation to the presentation of the African continent and the diaspora; workshops for pupils, students and educators (train-the trainer); preparation of teaching materials; seminars on institutional racism/critical whiteness.

Intercultural Centre: promotes the development of relations between people of different cultural origin and trains people to carry out practical intercultural work in the areas of “education”, “youth work”, adult education.

Volunteering and internships: WeltWegWeiser – service point for international voluntary services supports (young) people in finding and preparing for a voluntary service in the global South.

Global Social Dialogue – the internship programme by FH Campus Wien provides an opportunity to complete an internship in Africa, Asia and Latin America for students of Austrian Universities of Applied Sciences.

Local Authorities: Climate Alliance Austria (Klimabündnis Österreich): Relationships between climate change/climate protection and development policy aspects are conveyed, socio-political dialogue processes are promoted and possibilities for action are shown suitable for everyday use.

Ban Ki-moon Centre for Global Citizens: The Centre works for peace, poverty eradication, empowerment of youth and women, justice and human rights worldwide.

+ GE in nonformal education

Projects/programs funded by ADA address target groups in youth education, out-of-school education and other forms of non- formal education including adult education in order to promote GCED and ESD by focusing not just on cognitive skills but on civic participation of the individual.

Good practice examples in youth education, out-of-school education: The Nationwide Network Open Youth Work (boJA–Bundesweites Netzwerk Offene Jugendarbeit): The project “SUSTAINABLE Professional Open Youth Work” - The Implementation of the SDGs and the European Youth Goals in the field of Professional Open Youth Work in Austria” aims to anchor a broad understanding of GE/ GCE, measures in open youth work are to be developed and thus awareness of global interdependences should be strengthened.

Projects by the Austrian National Youth Council (BJV- Bundesjugendvertretung): The project “Global Learning in extracurricular youth work” contributed to the implementation of Global Learning in youth work by providing education materials, toolkits and training for youth workers. With the campaign #timeforchange, (focuses on energy, consumption, mobility and participation) – Changing climate policy now, the BJV, together with many youth organisations, is committed to a strong climate policy that takes young people seriously and participates.

The Austrian CSO Südwind offers innovative materials, method manuals, seminars and trainings for youth workers as well as workshops, exhibitions and other projects for youth centers and youth organizations.

Good practice examples in adult education:

Development education in the trade union environment: Austria- wide programme for trade union schools and works councils of weltumspannend arbeiten sheds light on the globalization of work and living, sensitizes for local-global interdependencies and enables cooperation and public actions for the Agenda 2030/SDG

The C3-Library for International Development: is the largest education and research library in Austria dedicated to International Development, Global Education and Women and Gender Issues which provides an open space for learning, training and information.

+ GE in initial teacher education

Teachers in Austria are being trained through tertiary bachelor’s and master’s programmes (ISCED 6 and 7) at universities and university colleges of teacher education. The educational objectives and training areas are set out in the respective federal laws by means of framework specifications. The detailed design of the curricula is the responsibility of the educational establishments, therefore the curricula for teacher training programmes have different emphases.

The topic of Global Citizenship is present in several teacher training curricula for primary education, secondary general education and vocational education.

Some examples:

The Regional Development Alliance South-East connecting: connecting four University Colleges of Teacher Education and four universities in three federal states of Austria has defined and integrated Global Citizenship Education as one of the transversal key competences into the initial teacher training programme

The Tyrol university college of teacher: education defined a new strategy focusing on a holistic approach towards sustainable development.

The Vorarlberg university college of teacher education: has a focus on Global Education at primary level.

+ Agenda 2030

SDG Watch Austria is a broad, cross-sectorial network of more than 200 civil society and non-profit organisations working in alliance with the private and academic sector

UniNEtZ (Universities and responsibility for sustainable development): is a project which aids inter- and intra-university networking and the integration of the SDGs in all areas of university. It focuses on the interface between the sciences and arts in order to intensify awareness on sustainable development and to find tangible solutions. One main objective is to prepare an “options paper” for the Austrian government in 2021 that identifies options and potential activities for the implementation of SDGs.

The digital platform Bildung 2030 (Education 2030) pools together information on the 2030 Agenda themes, providing a wide range of suggestions on how global challenges can be addressed for all ages and in different teaching and learning situations.
