Government - Ministry of Foreign Affairs and Trade - focuses on education from international development perspective, the establishment of non-formal and informal networks of global education, while also contributing to capacity building in formal education.

Hungarian National Commission for UNESCO

As of spring 2019, the Hungary Helps Agency has been established within the framework of the Hungary Helps Program. The Hungary Helps Agency is an independent, charitable non-profit government agency. The Agency’s task is to ensure rapid and effective provision of assistance to victims of humanitarian crises and persecuted communities with special attention to Christians and other religious groups.

+ Concepts and Definitions

Educatıon for Sustainable Development concept is used mostly in Hungarian context.

Young people are in the focus of global education. As regular users of social media and other modern communication tools, they are open-minded about global issues. To promote the values of solidarity and caring among the younger generation, it is important to provide comprehensive information, in addition to encouraging participation in volunteer work. School curriculums should put special emphasis on global challenges, international and EU efforts and Hungary’s role in development cooperation. The framework for global education has to be established, including teachers’ trainings, teaching materials and program financing."

+ GE Specific Budget

Funding for Global Education in Hungary is provided by both the Ministry of Human Capacities and the Ministry for Innovation and Technology, and on a project-basis by the Ministry of Foreign Affairs and Trade of Hungary.

+ GE in Initial Teacher Education

In Hungary, educator ESD competences became part of the e-portfolios of all school educators, school leaders and teaching staff in 2018 and have appeared as an element of the training programme and the output criteria of pre-service teachers since 2021. This way, ESD became part of initial teacher education at all higher institutions engaging in teacher training in the country.

+ GE in Formal Education

In Hungary, about 90 per cent of children attend public sector institutions in formal education. Overall responsibility lies with the Ministry of Human Capacities, which is in charge of education, culture, social affairs, health care, youth and sport. The maintenance of the education system is centralized: the Klebelsberg Institution Maintenance Centre is responsible for the maintenance of public institutions. Local governments get contribution from the central budget to finance kindergarten education, they are responsible for the organisation of ECEC on their settlement. Minority governments are allowed to establish schools and teach in their own languages.

The Educational Authority of Hungary is responsible for the overall administration of education in Hungary (including registers for higher and for public education institutions, colleges, pupils, students and teachers, managing their education-related official documents, administration of language examinations or teacher trainings); it manages pedagogical services, organises in-service teacher trainings, it accredits training programs and grants licences for the operation of foreign language examination centres, organises secondary school leaving examinations, coordinates preschool and primary school enrolment as well as the admission process to secondary and higher education, it also coordinates country level school competitions, while provides support and guidance to users (including students, parents and educational professionals) also through running a central website in addition to the National Education Portal, plans and monitor national student assessment surveys and participates in international surveys and researches in the field of general education, prepares reports based on the results, moreover it coordinates the audits of institutions in public and higher education; keeps records of the results of evaluation and informs the operators and the responsible ministries.

Overview of education system: Under the National Core Curriculum, schools need to support students in developing their sense of responsibility for the environment and the future of our communities beyond the daily practice of learning and community life, by organizing whole-institutional project days and thematic weeks, by programs calling for students’ collaboration and activities, and by involvement in local, regional, national, and international programs.
